Third-Party Qualified Evaluator
A Rigger or signal person may present documentation from an independent, third-party qualified evaluator confirming they meet the qualification requirements. This documentation is portable—it can be accepted by any employer—so long as it clearly states the individual meets the signal person criteria and the rigger criteria.
What “Qualified” Really Means
A qualified rigger is a qualified person under OSHA—someone who, by degree, certificate, or extensive knowledge, training, and experience, has demonstrated the ability to solve problems related to the specific rigging task.
Task-specific: Experience with routine or fundamental lifts does not automatically qualify someone for unstable, unusually heavy, asymmetrical, multiple-crane, or custom-rigging lifts. Employers must ensure the person is qualified for the exact loads, lift methods, and equipment used on the job.

Rigging Qualification Requirements Of Subpart CC
Cranes and Derricks in Construction, as specified in 29 CFR 1926.1401, 1926.1404, and 1926.1425. This became effective on November 8, 2010. A qualified rigger is a rigger who meets the standards for a qualified person. Businesses must decide whether a person is qualified to complete specific rigging jobs. Various qualified riggers may have different credentials or experience.
Rigging And Signal Person Documentation
All Employers must make the documentation of the rigging and signal person documentation accessible at the work-site, either in paper form or electronically. Documentation must define each type of signaling (e.g., hand signals, radio signals, etc.) for which the signal person is qualified under the requirements of the standard.
